Final Image
Key Light
For the key lights I chose 2 Spot lights to shine in the windows. Their intensity is around 3 and the color is mostly white with a hint of yellow.
Fill Light
The fill lights consist of about 13 point lights with low intensities (most around .083) and soft depth map shadows. Most of the lights are soft yellows reflecting the color of the floor and lamp shade. There are also light blues for bounce/sky colors and one light red for the stool seat.
Rim Light
The fill lights are pretty minimal. A single white spotlight on the table and another on the chair. both are light linked and set to specular only. Intensity around 2.5.

Final Image
Key Light
I used a spot and point light for my key lights. The spotlight is blue/purple for moonlight through the window and the point is white with a bit of fog trying to mimic a street light outside the other window. Both intensities are around 2-3.
Fill Light
My fill lights consisted of cool yellow and blue point lights. Intensities stayed around .1 and most casted soft depth map shadows with low res. and high bias. Two point lights were used to illuminate the lamp and wall and another to lightly illuminate the table.
Rim Light
Once again i used a single spot light on the table, and one on the chair for rim lights. The tables is yellow and the corner chair's is more gray/blue. Both are specular only with the chair lights intensity around 7 and the table's .7.

This render is all about the lights that don't let me sleep. The three main key lights are a red spotlight shining through the far window representing a neon sign and another white spot shining through the other with a bit of fog (car driving by). The last is a blueish spot light for moonlight.

Fill lights are red/green and yellow point lights. The green light is for a computer light that flashes all night, Red for the bouncing sign light and yellow for the lamp.
Rim Light
Rim lights are two red spotlights on the table, one on the chair and one on the stool. Most had high intensities because I was having trouble getting any noticeable rim lights.
